Healthy Beginnings
- Additional $18 million to cover Early Childhood Intervention (ECI) enrollment growth
- Funding for technology overhaul for SNAP/Medicaid enrollment system
- $3.5 million for Texas AIM initiative in birthing hospitals
- Maintained women’s health funding (including mobile health units)
- HB 136 (Rep. Hull) – Covers lactation support under Medicaid
- HB 3940 (Rep. Johnson) – Improves Medicaid enrollment for newborns
Early Care & Education
- SB 1 (Huffman) – $100 million child care scholarships
- HB 2294 (Thompson) – Reimbursement rates
- SB 599 (West) – Family child care homes, local barriers
- HB 2 (Buckley) – Pre-K partnerships, occupancy type
- SB 462 (Kolkhorst) – Child care priority–child care workers
- HB 2310 (Ordaz) – Children with disabilities
- SB 1265 (Alvarado) – Website child care resource for businesses
- HB 3963 (Capriglione) – Early Childhood Integrated Data System
- HB 117 (Schoolcraft) – Governor’s Task Force
- HB 4903 (Davila) – Quad-Agency Child Care Initiative Commission
Supported Families
- Additional $1m for both Fatherhood EFFECT and Service Members, Veterans, and Families
- Additional $60m to expand Thriving Texas Families program
- $60m to draw down $450m in Summer EBT (electronic benefits transfer cards), providing SNAP benefits in Summer 2027, contingent upon Federal decisions
- SB 2018 (Paxton) – Creates a Strong Families Tax Credit that incentivizes businesses to contribute to approved nonprofits that provide family strengthening services
- SB 1923 (West) – Will allow child support to follow the child, providing additional financial support to informal kin
- SB 226 (West) – Will give informal kin the ability to enroll a child under their care in school
